Overview
The Lucknow Master Plan 2031 is a comprehensive urban development blueprint prepared by the Lucknow Development Authority (LDA). The plan aims to guide the city’s expansion, infrastructure development, housing growth, economic activities, and environmental sustainability while improving the overall quality of life for citizens. The proposed plan expands the city area to more than 71,000 hectares and incorporates approximately 197 villages into the urban development framework.

Major Infrastructure Development Projects
1.Green Corridor Development
The Green Corridor will start from the IIM Road intersection and extend to the Kisan Path intersection running parallel to the Gomti River. The project will be developed in two phases, with Phase I covering approximately 20 km and Phase II covering about 8 km. The total estimated project cost is around Rs 7,500 crore. The corridor aims to improve connectivity while integrating green spaces and modern infrastructure.
2. Outer Ring Road Development
A 104 km long Outer Ring Road is planned to reduce congestion within the city by diverting heavy and through traffic. The road will connect major routes such as Sultanpur Road, Raebareli Road, and Kanpur Road, helping streamline traffic flow and reduce urban congestion.
3. Relocation of Wholesale Markets and Economic Hubs
The master plan proposes the development of a Multi-modal Logistics Park (MMLP) across approximately 135 hectares. This facility will include warehousing, storage facilities, office spaces, and logistics handling infrastructure. The project aims to decongest existing markets and create organized vending zones.
4. Multi-modal Transit Development
A new Transport City will be developed on about 100 acres of land in Barabanki. New Inter State Bus Terminals (ISBTs) are proposed on Kanpur Road, Ayodhya Road, and Hardoi Road. Additional projects include redesigned junctions, an underpass at Awadh intersection, a 7.5 km link road connecting Awadh intersection with Shaheed Path, elevated corridors at Sitapur bypass, and redevelopment of key intersections including Atal Chowk and Polytechnic crossing. A new road over the Haider Canal is also proposed.
5. Lucknow–Kanpur Expressway
The proposed 63 km six-lane expressway will connect Shaheed Path in Lucknow with Azad Crossing near Kanpur’s Ganga Bridge. The expressway is expected to reduce travel time between Lucknow and Kanpur from approximately two hours to about 50 minutes while boosting economic activities along the corridor
6. Railway Station Redevelopment
Four railway stations — Manaknagar, Alamnagar, Utrethiya, and Dilkusha — are proposed to be redeveloped at an estimated cost of Rs 900 crore to improve passenger facilities and connectivity.
7. Logistics Park Expansion
A logistics park along Mohan Road near an industrial area is proposed with an estimated investment of around Rs 2,000 crore. The project aims to strengthen industrial logistics and supply chain efficiency.
Heritage and Tourism Development
Areas along both sides of the Gomti River will be developed as heritage zones divided into Hussainabad Complex, Kaiserbagh Complex, and La Martiniere Complex. Plans include development of tourist circuits, improved public spaces, cobbled streets inspired by European heritage cities, tram-based mobility in old city areas by 2050, on-street cafes, shops, workshops, and cultural events.
Residential Expansion and Mega Townships
To accommodate future population growth, four major townships are proposed across approximately 7,181 acres. These include Wellness City, IT City, Prabandh Nagar, and Educational City. Each township will include residential, commercial, and institutional areas along with healthcare, education, entertainment, and green infrastructure.
Educational City
Educational City will be developed on about 785.02 acres along Mohan Road with an estimated cost of Rs 1,544 crore. The project includes eight sectors with solid waste management systems, shopping centers, vendor zones, and approximately 2,532 residential plots ranging from 112.5 sq.m. to 450 sq. m.
Wellness City
Wellness City will be developed on approximately 1,474 acres along Sultanpur Road. The township will include modern residential infrastructure and around 2,935 residential plots ranging between 112.5 sq. m. and 450 sq. m., along with healthcare and wellness-focused facilities.
IT City
The IT City project will be developed between Sultanpur Road and Kisan Path across approximately 2,086 acres. It will include around 4,025 residential plots, industrial areas spanning 360 acres, and commercial development over 64 acres. A 15-acre waterbody is also planned within the township.
Prabandh Nagar
Prabandh Nagar will be developed on approximately 2,077 acres along IIM Road with an estimated cost of Rs 4,500 crore. The township will include residential, commercial, and mixed-use areas, along with a large water body and green belt development.
Villages Included Under Development Zones
Wellness City: Bakkas, Chaurahiya, Chaurasi, Dularmau, Noorpur Behta
IT City: Mohari Khurd and nearby areas
Educational City: Pyarepur and Kaliyakheda
Prabandh Nagar: IIM Road region villages (final list under process)
Agra Expressway Zone: Bhalia, Adampur Indwara, Bahru, Madarpur, and nearby villages
